San Bernardino County is the largest county in the country by land area. It runs from the Chino Valley east past the mountains and across the desert to the Nevada and Arizona lines. That makes county level keywords close to worthless for a local business. Nobody in Chino Hills searches for a San Bernardino County electrician. They search for an electrician near them, and Google answers with businesses within a few miles. That is the most useful thing to understand about the West End. Your realistic map radius is roughly five to eight miles, not the whole county. One local wrinkle is worth fixing early. Unincorporated county pockets sit between several of these cities, and mailing addresses there sometimes name a city the property is not inside. That mismatch causes profile verification problems and split listings.

Ask someone in the West End where a shop is and you will hear Foothill near Vineyard, or Euclid south of Holt, or over by Victoria Gardens. The city name comes second, if at all.
That belongs in your writing. Name the corridor and the nearest landmark on your city pages. Use them in your profile posts. If a customer mentions the area in a review, that helps too, though you never write the review for them.
There is a second benefit. Corridor language is hard to fake from out of town, so it is one of the clearest signals that a page was written by someone who actually works here.

Why county lines matter less than drive time
A county is an administrative boundary. It is not how anyone decides who to call. Someone in Upland with a burst pipe does not check which county the plumber is registered in. They call whoever can be there soonest.
That matters for how you set up a service area. Listing a whole county tells Google you cover ground you may never actually drive to, and it puts you in results next to firms based right in those towns. You lose those comparisons on distance alone.
The better approach is to work outward from where you are. Start with the towns you already serve, add the ones you can reach inside your normal response time, and only then decide whether the far side of the county is worth chasing. A tight, honest service area beats a wide one you cannot service.
Setting a county wide service area
The mistakes here are easy to make and slow to undo.
Do this
- Set your service area to the towns you will genuinely drive to on a normal week.
- Build a real page for each town you want to rank in, with content specific to that town.
- Track which towns your booked jobs actually come from, then adjust the area to match.
- Give an honest travel charge for the far edge rather than quietly refusing those calls.
Not this
- Do not list every city in the county because it looks more impressive.
- Do not build near duplicate pages for towns you have never worked in.
- Do not set a service area radius wider than you would actually drive at 7am.
- Do not assume ranking in one town carries over to the next one. It does not.
